Form 1 is an Authorised Release Certificate (FAQ 19466). A CoC (certificate of conformity / conformance) is a supplier statement that goods match a contract or specification. EASA, FAA, TCCA and UK CAA pages do not use “CoC” as a defined substitute for Form 1. Do not invent who may sign a CoC.
The useful question is which 145.A.42 class the item is, not whether a CoC never works.
Components that need an ARC
Official acceptance tables name Form 1, FAA 8130-3, TCCA Form One, UK CAA Form 1 and similar ARCs (EASA FAQ 66700; UK CAA component acceptance). For those items, a vendor CoC is not the ARC.
Standard parts and materials
AMC1 145.A.42(a)(iv) (Easy Access / ED Decision material collected in EASA download 94735): an EASA Form 1 or equivalent is not normally issued for standard parts, and none should be expected. Accompanying documentation must relate to the parts and contain a conformity statement plus manufacturing and supplier source.
AMC1 145.A.42(a)(v) in the same compilation: an EASA Form 1 or equivalent should not be issued for raw and consumable materials, and none should be expected. Documentation must include a conformity-to-specification statement and manufacturing and supplier source.
A CoC-style conformity document can be the right paper for those classes. It is still not an ARC, and it does not become one because the shipment is AOG.
Origin paper is a third document
COO (certificate of origin) is trade origin evidence. EGL lists origin certificates with invoices, packing lists, AWBs and DG paperwork (EGL AOG FAQ). Doana’s glossary lists COO, Form 1 and 8130-3, not CoC (glossary hub).
Customs
Invoice fields still fail first presentation independently of the ARC (Purolator, 2017). CARM is the accounting system, not a substitute ARC (CARM).
Doana can flag a CoC-only attachment where the item looks like an ARC-class component. It cannot auto-accept a CoC as airworthiness, and it cannot decide 145.A.42 classification.
