Dual release is the combination of statements on one FAA Form 8130-3 so a used engine or component from a US repair station can be accepted under the EU/US BASA. The certificate still does not, by itself, authorise installation on a particular aircraft. Installation eligibility is a separate receiving decision against the applicable maintenance data and 145.A.42 / equivalent.
What EASA FAQ 43770 actually says
FAQ 43770 (updated 30 Oct 2017):
- Under the EU/US BASA, a dual release is required for acceptance of used engine/components from a US-based repair station.
- A single EASA release on Form 8130-3, with only “Other regulation specified in block 12” ticked in Block 14a, is also acceptable for used engine/components. That covers the case where maintenance included a used subcomponent released on an EASA Form 1 with single release only, so the assembly is not eligible for US-registered aircraft.
- Dual release is not acceptable for rebuilt engine/components. EASA recognises “rebuilt” only as a manufacturing/production release, and only for engines.
Practical dual-release pattern (same FAQ family and BASA continuing-airworthiness FAQ): maintenance certification on the right-hand (Block 14) side, an EASA Part-145 statement and approval number in Block 12, and Block 14a including “Other regulation specified in block 12.” Both the Block 12 remark and the Block 14a tick are part of that dual path. Confirm live MAG/TIP text before treating a vendor paraphrase as the legal remark.
New articles and rebuilt engines follow the TIP / left-hand (Block 13) production path, not MAG maintenance dual release (FAQ 19058, recency 28 Jan 2021).
UK used parts: look at the issue date on the tag
UK CAA component-acceptance tables are labelled reference only. For USA used / maintained components the table is organised by when the authorised release document was issued, not by the import date (UK CAA tables):

An older dual FAA/EASA tag issued on or before 31 Dec 2024 is not made ineligible merely because the part arrives later. Always read the bilateral text the CAA points to.
Canada MAG (components)
Form 1 and TCCA Form One are mutually accepted for AMOs maintaining products other than aircraft (amendment 12 Jul 2024; industry letter 24 Jan 2025). MAG approval numbers are no longer required in Block 12 for engines and propellers (TC MAG).
Customs
Dual-release wording does not classify HS, lodge ICS2 (ICS2), or close T1. Invoice status, AWB description and the tag still have to name the same article if the part is moving (Doana Form 1 glossary, vendor ops). Doana can extract Block 11/12/14a text. It cannot certify MAG eligibility or file a declaration (Form 1 automation).
