Copying EASA Form 1 Block 11 onto an 8130-3 is how a Part 21 tag picks up REPAIRED. Block 11 is Status/Work. Which word list you use depends on which book applies, not on what EASA Form 1 Block 11 says.
Order 8130.21J is Part 21 completion only. Repair-station return to service is AC 43-9D.
Key takeaways
- 8130.21J is signed 25 September 2025 and effective 24 November 2025 for Part 21 completion only.
- Part 21 Block 11 under 8130.21J has three terms: NEW, PROTOTYPE, USED.
- OVERHAULED, REPAIRED, INSPECTED, MODIFIED, REBUILT are not Part 21 Block 11 terms under 8130.21J.
- Maintenance RTS completion is in AC 43-9D, not in 8130.21J.
- Rotabull’s 2020 G-era Box 11 list is stale for Part 21.
- Invoice “REPAIRED” next to an export-tag “USED” is not automatically a contradiction.
- Doana can extract Block 11 text. It does not rewrite the certificate.
Which date actually applies?
Order 8130.21J is signed 25 September 2025 and is effective 60 days after signature (24 November 2025) for Part 21 completion only (8130.21J PDF; ASA industry note 2 Nov 2025, ASA). It cancels 8130.21H CHG 1.
AC 43-9D covers maintenance records and 8130-3 return to service (parts 43 and 91). The FAA catalog entry is documentID 1044416. ASA: it cancels AC 43-9C. Repair-station RTS completion is in that circular, not in 8130.21J.
Order 8120.18 / 8120.18A covers PAH rebuild/alter under 43.3(j) / 43.7(d), a third book.
Form catalog: documentID 186171.
AeroKool (shop page) dated 8130.21J effective the signature day. Prefer the order’s 60-day rule.
What are the Part 21 Block 11 terms under 8130.21J?
Three terms, and only those three, on a Part 21 form. OVERHAULED, REPAIRED, INSPECTED, MODIFIED and REBUILT are not in this list. Repair-station RTS uses AC 43-9D instead.
From 8130.21J §11.k:
- NEW — new item in conformity with approved design data
- PROTOTYPE — new item in conformity with non-approved design data
- USED — used item that will be exported (engine, propeller, or article with time in service)
List Attached if a separate list is used.
OVERHAULED, REPAIRED, INSPECTED, MODIFIED, REBUILT are not Part 21 Block 11 terms under 8130.21J.
Prohibitions in 8130.21J: not a delivery or shipping document; not for release of an aircraft; no mix of production and maintenance on one form; no export of a prototype. Date in 13e: dd/mmm/yyyy. Blocks 14a–14e reserved/shaded on a Part 21 form.
Rotabull (25 Aug 2020) cites Order 8130-21G Box 11 NEW / PROTOTYPE / REPAIRED / OVERHAULED. Stale for Part 21.
Where does maintenance return-to-service Block 11 live?
Repair-station return-to-service completion is in AC 43-9D, not in 8130.21J. This page does not reproduce an AC 43-9D Block 11 table (circular body not scraped here). Open the catalog PDF: AC 43-9D.
MAG used US repair-station tags: Block 11 should provide status (e.g. overhauled); dual-release wording is in Blocks 12 and 14 (EASA BASA FAQ; FAQ 43770). Putting REPAIRED on a Part 21 Block 11 is the 8130.21J three-term rule above, not those FAQs.
EASA Form 1 after maintenance uses Overhauled, Repaired, Inspected/tested, Modified (FAQ 19044). Do not copy that list onto a Part 21 8130-3. Form 1 fill guide: How to fill EASA Form 1. Dual release: Dual release on FAA 8130-3.
Invoice “REPAIRED” next to an export-tag “USED” is not automatically a contradiction: one string can be the commercial transaction, the other the Part 21 Block 11 term for a used article being exported. Still check that P/N, S/N and description name the same article if the part is moving. Do not file Block 11 into ENS.
Next
If the form is Part 21 completion, use NEW / PROTOTYPE / USED. If it is repair-station RTS, open AC 43-9D. Do not copy Form 1 Block 11 onto either. Parent vs-page: EASA Form 1 vs FAA 8130-3.
Doana can extract Block 11 text and warn if a Part 21 tag uses REPAIRED/OVERHAULED (8130-3 glossary). It does not rewrite the certificate.
