ICS2 is the IT system. ENS is the Entry Summary Declaration for goods to or through the EU, including air pre-loading (PLACI). A Form 1 does not lodge either of them.
This page is who files, in what air sequence, and which dates are Commission fragments versus carrier marketing (ICS2 hub, ICS2 FAQ). Hub fragment legal bases: UCC 952/2013, Decision 2023/2879.
Key takeaways
- The carrier bringing goods into the EU customs territory is generally obliged to lodge ENS. Multiple filing exists when the carrier lacks particulars.
- Air sequence is PLACI (pre-loading), then pre-arrival ENS, then response including DNL IE3Q01 if issued.
- 1 Sep 2025 “all-modes mandate” is on carrier/forwarder pages. Prefer the Commission hub when those pages disagree with TAXUD.
- Vague HAWB “aircraft spare parts” versus a Form 1 noun-name is an ENS description-quality problem, not a missing-ARC problem.
- A T1 MRN is transit. A CARM CAD is Canadian accounting. Neither is a copy of ICS2.
- Doana can extract data for the filer. It cannot lodge STI-STP or receive DNL.
Who lodges the ENS?
The carrier bringing goods into the EU customs territory is generally obliged to lodge ENS. When the carrier lacks particulars, the person who has them (importer, consignee, forwarder) files them (multiple filing). Partial filings link on EORI and transport contract number (FAQ).
Commission FAQ first steps: obtain EORI; develop IT, file via STI-STP, or use an IT service provider; decide single or multiple ENS filing.
Do Not Load is message IE3Q01 to the person filing (FAQ).
What is the air sequence?
- PLACI — pre-loading advance cargo information (air).
- Pre-arrival ENS — remaining ENS data before arrival.
- Response — including DNL IE3Q01 if issued.
Maersk (14 Aug 2025, carrier) describes air pre-load and pre-arrival and marketed a 1 September 2025 all-modes mandate replacing ICS1 (Maersk). Across Logistics dated all-modes ICS2 from 1 Sep 2025 (Across, forwarder). Prefer the Commission hub when those pages disagree with TAXUD.
Which dates actually changed?
Four dates circulate as if they were one deadline. 1 Sep 2025 is carrier/forwarder marketing. 1 Jun 2026 is TAXUD news plus an NCTS-P6 hub fragment. 1 Jul / 3 Aug 2026 are the stop-words list date and in-force date. Prefer the Commission hub when those pages disagree.
| Date | What it is | Source class |
|---|---|---|
| 1 Sep 2025 | All-modes “full mandate” on Maersk / Across carrier-forwarder pages | Vendor/carrier marketing |
| 1 Jun 2026 | TAXUD news on ICS2 as advance cargo information; hub fragment: NCTS-P6 derogations end | TAXUD 1 Jun 2026; ICS2 hub |
| 1 Jul 2026 | Stop-words list dated | Commission hub fragment |
| 3 Aug 2026 | Stop-words list in force | Commission hub fragment |
Different milestones are not automatically contradictory. The CIRCABC stop-word table itself is not reproduced here. Description quality: ICS2 goods description.
FAQ uniqueness (do not turn into aviation slang): LRN unique or IE3N99; master-level transport document unique ≥1 year; house-level uniqueness advised; F32 house transport document + UCR unique ≥1 year.
Kuehne+Nagel (industry how-to, not UCC): plain-language descriptions, HS first six digits, Northern Ireland in ICS2/PLACI (KN). BRF (NVOCC, 9 May 2026) wants house and master AWBs for air and PLACI before loading (BRF).
What is ENS not a substitute for?
Vague HAWB “aircraft spare parts” versus a Form 1 noun-name is an ENS description-quality problem (see the stop-words article). A missing Form 1 is an airworthiness/receiving problem (FAQ 19466). A T1 MRN is a transit reference (NCTS). A CARM CAD is a Canadian accounting declaration (CARM). Those are different instruments, not four copies of ICS2.
Next
ICS2 is the system. ENS is the declaration. PLACI is the air pre-load slice. A Form 1 does not lodge any of them. Description quality: ICS2 goods description. Names: PLACI and ENS. Packet: AOG customs packet.
Doana can extract invoice, AWB, Form 1 / 8130-3, parties and HS candidates for the filer (aviation AI). It cannot lodge STI-STP or receive DNL.
