Rebuilt on an 8130-3 is not a dual-release trick. Putting MAG remarks on a rebuilt engine tag is the wrong book.
EASA treats rebuilt as a manufacturing/production release, only for engines, not MAG maintenance dual release. Dual release is not acceptable for rebuilt engine/components.

Is dual release allowed on a rebuilt tag?
No. EASA recognises “rebuilt” only as a manufacturing/production release, and only for engines (EASA BASA continuing-airworthiness FAQ; FAQ 43770).

Order 8130.21J plus ASA’s explainer (trade association, not FAA) put PAH rebuild/alter under 43.3(j) / 43.7(d) in Order 8120.18 / 8120.18A, not in AC 43-9D (8130.21J PDF; ASA). Book split: 8130.21J vs AC 43-9D.

If the tag says REBUILT, look at TIP / left side / engines only. If the tag is used from a US repair station, look at MAG dual release. Do not treat those as one remark.
